Msinsi Holdings is tasked with managing the water resources around Umgeni Water owned or managed dams. A water resource as defined by the SA National Water Resources Strategy (No.36 of 1998) includes dams as well as the areas surrounding dams, and especially their surface water, wetlands, rivers and other water.
Msinsi’s water-resource management assists its parent company Umgeni Water in delivering on its mandate to provide innovative, sustainable, effective and affordable water, sanitation and related services. These, in turn, must meet the South African-National Development objectives as part of the Department of Water and Environmental Affairs National Water Resource Strategy. Msinsi joins Umgeni Water in striving to fulfil the ultimate vision of this strategy: “Managing Water for an equitable and sustainable future.”

Advocate Kwazikwenkosi Innocent Mshengu serves as the Board Chairperson, bringing extensive experience in law, governance, and public administration. He holds a Master of Law, a Bachelor of Law (LLB), and a Bachelor of Social Science (Honours) in Policy and Development Studies.
Appointed as a Non-Executive Board Member on 1 October 2023, Adv. Mshengu has over 12 years of experience in government administration, including three years as MEC for Education. His leadership journey began during his tenure at the University of KwaZulu-Natal, where he served as CSRC President-General and CSRC Secretary-General.
He is currently completing his Pupillage with the General Council of the Bar, under the Legal Practice Council of South Africa, as part of his professional training as an Advocate. Mshengu continues to play a vital role in advancing governance and transformation within the organisation.
Hlengiwe Mvubu is an accomplished Public Affairs and Stakeholder Engagement Executive with over 22years of experience in corporate communications, stakeholder management. and corporate responsibility.
She holds a Bachelor of Arts degree and an Advanced Project Management qualification.
Her distinguished career includes leadership roles at Foskor . where she made history as a first black Public Relations Professional in 2004 and later served as Group Stakeholder Manager across the Richards Bay, Phalaborwa and Johannesburg head office. She currently work at the leading industry in Pulp and Paper in South Africa, overseeing Stakeholder Engagement. Reputation Management. Risk, and Corporate Responsibility.
Ms. Mvubu’s leadership extends beyond the corporate sphere. She is the President of the Zulu land Chamber of Commerce and Industry. Board Member of 1 KZN TV, Chairperson of Ethembeni Care Centre and active member of several community organizations. Her leadership earned her the prestigious award of KZN: Richards Bay Businesswoman of the Year in the Corporate category in 2010. Previously use to serve as Council member of University of Zululand , uThungulu Community Foundation, Businesswomen Association( BWA) and Business Against Crime.

Mr. Sipho Maxwell Mtolo is a versatile professional with extensive experience across the public, private, and defence sectors. He holds a Degree in Public Administration, a Postgraduate Diploma In Project Management, and an Advanced Project Management qualification, complemented by completion of the Safety and Security Executive Development Programme.
Mr. Mtolo’s distinguished career began in military service, where he served in Umkhonto Wesizwe from 1990 to 1994 and later in the South African National Defence Force (SANDF) from 1994 to 2006. Following his tenure in the defence sector, he transitioned into the private sector, establishing a strong presence in engineering consultancy, property development, printing, and building construction.
Renowned for his discipline, strategic insight, and leadership, Mr. Mtolo brings a wealth of experience in governance, operations, and project management to the board.
Dr Sihle Ndlovu is a distinguished business leader and governance professional with extensive experience in finance, leadership, and strategic management. He holds a PhD, MBA, and a Degree in Business Administration, with additional executive training in Transformation Leadership from Stanford University.
He is a member of several professional accounting bodies, including the Chartered Institute of Management Accountants (CIMA), the South African Institute of Professional Accountants (SAIPA), and has completed the South African Institute of Chartered Accountants (SAICA) Assessment of Professional Competence (APC).
Currently, he serves as the Chairman and co-owner of Inzalo Capital Holdings, Chairperson of the Board of the Built Environment Support Group (BESG), and a Non-Executive Director at Ithala Development Finance Corporation, where he also chairs the Property and Investment Committee. He is further a Non-Executive Director on the Group Advisory Performance Audit Committee at the City of Johannesburg, and has previously served as a Non-Executive Director of the KwaZuluNatal Nature Conservation Board (Ezemvelo Wildlife).

Mr. Sandile Mkhize, appointed Chief Executive in June 2024, brings extensive experience in the environmental and water services sectors, with a distinguished career spanning both public and private institutions. His professional journey includes leadership roles at the Department of Water Affairs and Forestry, Gauteng Department of Environmental Affairs, Development Bank of Southern Africa, Chevron, and AngloGold Ashanti.
At Magalies Water, Mr. Mkhize served as General Manager and later Chief Executive Officer, where he successfully led significant asset growth and ensured consistent clean audits. His public sector experience extends across a municipality, two municipal entities, and a section 3A state-owned entity, reflecting his depth of governance and operational expertise.
Academically accomplished, Mr. Mkhize holds a BSc in Chemistry and Microbiology and an MSc (Eng) in Water and Environmental Management from the University of KwaZulu-Natal (UKZN), a BTech and Master’s in Environmental Biotechnology from the Durban University of Technology (DUT), and an MBA from Milpark Business School. He is also an alumnus of the Senior Management Program at Harvard Business School.

Ms. Diana Gloria Hoorzuk is a seasoned leader with over 20 years of experience in local government, recognised for her dedication to governance, community development, and public service. She holds a Diploma in Executive Leadership in Municipal Development and has served in several key leadership roles within the eThekwini Municipality, including Deputy Mayor and Chairperson of the Finance Committee in 2021.
Throughout her career, Ms. Hoorzuk has made significant contributions to municipal governance and development, holding various positions of office during her tenure as a Councillor.
Her leadership extends to the international arena, where she serves on several boards, Including AHF Thailand, AHF Kenya, and as the Global Chair of AHF South Africa (incorporating Swaziland and Zambia). She has also served on the boards of Ezemvelo Wildlife, the KwaZulu-Natal Tourism Board, and the AIDS Healthcare Foundation (USA), as well as Mangosuthu University of Technology.
